Governor Signs Transportation Reform Bill into Law

Jefferson City, Mo. (KFMO) - Missouri Governor Mike Kehoe signed Senate Bill 28 into law last week, bringing several changes to the state’s transportation regulations.

Sponsored by Senator Jason Bean and Representative Donnie Brown, the bill expands protections for retired law enforcement officers and judicial officials by adding them to the list of individuals whose motor vehicle and driver licensing records are kept confidential.

SB 28 also changes how vehicle sales taxes are handled. Under the new law, buyers must pay motor vehicle sales tax before receiving a temporary license tag, this applies to private-party sales and out-of-state dealer transactions. However, this requirement won’t take effect until the Missouri Department of Revenue completes upgrades to its Motor Vehicle and Driver License System.

In addition, the bill updates specialty license plate offerings, including the creation of a new United States Space Force military plate. It also standardizes fees for vehicle, boat, and powersports dealers to ensure fairness in how they remit fees to the state.
